Road improvements coming to SR76 east of I-15

The California Department of Transportation released a bid package for work on State Route 76 east of Interstate 15 which will include repaving, shoulder and centerline rumble strips, and improved striping.

The bid package was advertised on April 1 and the bid opening date will be May 1. The construction portion of the project covers 10.8 miles of Highway 76 from Pala Mission Road to 2 miles west of Red Gate Road, although work tasks will begin 1 1/2 miles west of Pala Mission Road and end 1 1/2 miles east of the eastern boundary of the construction area.

The repaving work will involve the grinding of the existing pavement, recycling that pavement by mixing it with new material, and putting pavement back down. After that pavement cures a pavement coating layer will be added. The repaving portion of the project is intended to prevent further deterioration of the existing pavement while also providing a smoother road surface with additional traction.

The work on the road will also allow for some realignment of the pavement. Additionally, the curves near the intersection with Valley Center Road will have a high-friction surface treatment which will improve skid resistance.

strips and 254 shoulder rumble strips. The striping will include high-visibility crosswalks at intersections with wider lines and striping which will be more reflective at night, improving those crosswalks to current standards. The striping for the shoulders will also be thicker and more visible during fog, allowing that part of the road to meet current standards. The specifications include 4,460 retroreflective pavement markers.

Caltrans estimates a $5.3 million cost for the project, including administration as well as the contract work itself. The work will be funded through regular maintenance allocations.

Due to the type of project, the work must be performed during the day. During the construction periods one lane will be closed, forcing traffic in both directions to use the remaining one lane. One-way traffic control will be in place during that time, and the bid package scope of work includes four portable signs with changeable messages which will notify motorists of the situation.

The bid opening will be followed by a review of the bids and finalizing the contract award process. Construction is expected to begin in early September, and while weather will determine the time to complete the work it is expected to last between 10 and 12 weeks.

I guess that's better than nothing. It would be nice if they could widen it. Between the RV's coming and going to the desert and the casino buses, that road can be a little tight.

One, and when a real expansion of that section is made one day, this particular project is a waste of tax payers' money . . . but excellent job security for the contractors. Psst, that's the whole point, of course: keep on suckin' money out of us WITHOUT our say so.

Two, and what about the 76 between the 15 and South Mission Road? Oh yeah, that won't be finished 'til 2017. Where do WE, THE PEOPLE, buy wreaths and crosses?

I'm with you, Lee, on this one....would like the 15 and Mission span done. But then, I guess there is a method to their madness as to there they begin and end?

Of course there is. First the 76 had to be expanded in Oceanside . . . to accommodate the boys next door. Next, the ever-important 1.5 miles east of the 15 which, we would think, was for the quarry. Nope, for Horse Creek Ridge . . . where many boys next door will live. (OK, OK, it will be built under the guise of a . . . college extension. Yeah, right.) And the stretch between the 15 and South Mission Road, you know, where WE, THE PEOPLE drive?

Lee, how can almost everything with you end reflecting on the Marines? Road expansion/work is to benifit the Marines? ("boys next door??) BTW, the Marines are also "We, the people".

Agreed Grunt, they are much more "we the people" then Lee will ever be. At least they are willing to back it up, and put their "money" where their mouth is. They have fought for their right to exercise their First Amendment rights, all Lee ever does is complain and make silly observations. The 76 expansion was built for "them".... seriously? How uninformed can you get. Before you go all gaga, yes Lee, you have every right to say any dumb thing you please.
