The district board voted 5-0 Jan. 22 to authorize the $116,000 change order. "Most of it had to do with actually preparing the construction plans," said Rainbow general manager Dave Seymour. "Now that Caltrans has decided where we can put them, we can direct Tetra Tech." Tetra Tech and the Rainbow District have been working on the realignment design since January 2012. "That was a design for relocating district facilities," Seymour said. "They’ll just be designing the new location," Seymour said. "The Caltrans contractor will actually do the work, but we have to do the design first." The initial contract was for $69,200, and a previous amendment increased the budget to $115,709 which allowed Tetra Tech to address coordination issues. Caltrans spent 2012 working on Advertisement The additional tasks include preparation of legal descriptions and other documents for portions of the existing sewer line located within existing Caltrans easements which will be relinquished, rehabilitation of the existing sewer between Gird Road and Interstate 15, a review of a scour analysis and subsequent recommendations to protect the existing sewer at Live Oak Creek where Caltrans will replace the bridge, relocation of the sewer between Gird Road and I-15, additional meetings and site visits, additional design sheets and specifications, and updated conformance documents. Seymour noted that some of the work would have been necessary without the highway project due to the age of the facilities.
