Tzerelin Babalcon, 48, was a front-seat passenger in a westbound Mitsubishi Eclipse that collided with an oncoming truck whose driver tried to make a left turn directly in their path just east of Lilac Road shortly before 7 a.m. Sunday, according to the county Medical Examiner's Office. Babalcon, who was only "partially belted" when the accident happened, died at the scene, the agency reported. Her husband, the driver of the car, was taken to a hospital for treatment of undisclosed injuries.

What does "partially belted" mean? Sorry for your loss but I have never heard that before...either you are or you are not.
Im think it means lap belt no shoulder belt.
A lot of times women buckle up but put the shoulder belt behind their arm. It is uncomfortable in front of their chest.
A shoulder belt is unconfortable, I agree, but so is hitting the windshield.
did they hit a pickup or a semi truck?

I am taking it to mean one of the big trucks that occupy the road for the likes of construction, etc.. Or could it be the big, brown, truck of "JP ROQS" who likes passing on the shoulder on such roads as 76. Yes JP, I don't know you personallly, but driving like you did last week, with the license plate you have, isn't too smart. Especially when kids usually occupy that area of the shoulder you sped by on, to walk home from school. You were "very lucky" that no child was walking home or it could have been a whole different story. I hope that your immaturity doesn't end up in a fatality accident, such as this. But by your actions last week, we can only hope. For those that are mourning the loss of the woman in this accident, God Bless and may your mourning be short lived. To the husband, speedy recovery, will keep you all in my prayers.
it was a 4x4 truck turning into the track. the eclipse was going to fast and hit the truck. the fog was really thick.
Prayers to the family and friends. Also for the truck driver, who appeared to be in a hurry. A partial seat belt, means i believe, is to have the shoulder belt not over the shoulder. And for this, you need to have a Dr's. Note. With the understanding the risks you are taking. As by law its illegal to not wear it properly.
It's a shame this fatality could have been avoided, the fog was extremely thick and the eclipse was speeding with no lights on. Had they been driving at a cautious speed for the road conditions none of this would have happened. It's unreal how many people drive so wreckless on hwy 76...

Since moving to Fallbrook and frequently traveling on 76 there are many risk takers. Passing and speeding with no police in sight.
I'm sorry but where in the article did it say, "...the eclipse was speeding with no lights on..."? LINDA (comment #10 above), were you a witness to this accident? If so, you must step forward and report this to the authorities or are you just making stuff up?
More death on the 76..which supports the widening once and for all. I live off of Gird, and travel 76 all the time. When it's wider I will feel safer...period! I am so glad they chose the smart path for the eastern section, and will widen the existing 76 between Mission and the 15 freeway. That was the only proper choice to save lives and eliminate ANY 2 lane section, even if it was lightly traveled by locals, it would not have been safe. I hope they will widen the 76 to the casino and the race track too, but I'm not hearing about those plans.

it was foggy the fire department verified it so did the guy across the street the lights were not in the on position in the car so how are you to see a little white car in the fog that was apparently was speeding
For the most part one would have to realize that roads that lead to Casinos are in fact dangerous. (I gamble but wish they never legalized gaming in CA) Why is that, one would ask? Because gamblers are risk takers. Take Interstate 15 between Barstow and Vegas, fact is there are more fatalities between that stretch of highway than anywhere else in the entire interstate system. Find out for yourself. Be especially careful on roads leading to transportation corridors to Casinos!
