"One of our work crews inadvertently started the fire while working on a pipeline," said Seymour. "The crew was fixing a water line and the bolts were badly corroded and needed to be cut away with a torch. We had a "fire watch" standing by as a precaution, but a spark from the torch flew farther than they expected and started a small brush fire. The water in the area was shut off because of the repair so the crew attempted to put the fire out with shovels. They quickly realized they were fighting a losing battle and called [the fire department] who responded right away and extinguished the fire. Firefighters contained the blaze to one acre, said John Buchanan, public information officer for North County Fire, who added that no structures were damaged in the fire. "The fire was in an old grove with dry brush," said Buchanan. "It was an area that was burned in the 2007 Rice Fire." Seymour said one of Rainbow Water's workers was "transported to Fallbrook Hospital for observation after suffering from smoke inhalation" at the scene. Smoke was visible from Interstate 15, the California Highway Patrol reported. While North County Fire is investigating the cause of the blaze, Seymour said his agency is conducting their own investigation and review of the situation. "Our Safety Officer and Superintendent are investigating the incident to see what policies and work practices we need to revise to prevent a similar situation," he said. Fire mop-up underway at East Mission and Ranger Roads

A fire that broke out shortly after 9 a.m. this morning near East Mission and Ranger Roads has been extinguished and is currently in the mop-up stage. While an early report said the fire might have involved three acres, it has been confirmed that it was limited to one acre. Fire authorities have not confirmed the cause of the fire, but bystanders said it may have been started by construction work going on in the area. "The fire was in an old grove with dry brush," said John Buchanan, public information officer for North County Fire. "It was an area that was burned in the 2007 Rice Fire." Buchanan said one individual had to be transported by ambulance to an area hospital for smoke inhalation. It is believed the person may have been involved in the work going on in the area. No structures were damaged in the blaze. Buchanan said the cause of the fire is under investigation and should be known soon. Agencies that responded to the blaze include North County Fire, Cal Fire, Rainbow Volunteer Fire Dept., and Camp Pendleton Fire.

Fire reported at East Mission and Ranger Roads

North County Fire Protection District has confirmed a fire has begun in the vicinity of East Mission and Ranger Roads, not far from the Dept. of Forestry station. Units are responding. John Buchanan, public information officer for North County Fire said the fire has already consumed three acres and more updates will be provided as available. Caused by a spark from equipment hitting a rock in the dry brush. No pellets!

Wow, a brush fire in an area that was burned during the Rice Fire. I figured we'd have 2 more years before it became a fire hazard again. I guess not.

CRG, post #6. If that were true. The fire would have grown in acreage. You are forgetting the CDF motto. large acre fires + padded numbers = existance.
Lets see......the Rice fire was caused by downed powerlines due to the windy conditions and this fire was caused by a water district worker using a torch in dry bush. Seems like the perfect reason to raise your rates again........public utilities not thinking
East Mission and Ranger Road is in Cal Fire (CDF) jurisdiction and is right next door to a Cal Fire station (Red Mtn) so it makes perfect sense that they put the fire out. Are you an NCFD employee or a dependent of one Erin?

PINK, nope, no affilliation with either agency. However, I do have friends that work for both. I'm just a long time resident that thought it was rather arrogant of CRG to post such praise for for one agency. When there were others mentioned in the article. And as far as jurisdiction goes. Since Fallbrook is an unincoperated area, not a city. Pockets of undeveloped land of dense vegetation fall under the states responsibilty, hence Cal-Fire. That though,is where their jurisdiction ends. Other than grass or brush burning. They have no 911 responisibilties. They do aid Fallbrook firefighters on other types of incidents when asked to.
I'm a long time resident as well and know first hand the great job that both CDF and NCFD does, however you refer to CRG as arrogant while your own remarks about CDF were mean and spiteful. Friends in CDF?? I doubt it.
A little explanation of responsibilities might be helpful here. The North County Fire Protection District has what is called a "Local Responsibility Area" or "LRA" and a "Sphere of Influence". These are boundaries set many moons ago when the district was formed. The LRA is basically set for the purpose of regulating codes and mitigating incidents. The "Sphere of Influence" determines where the Districts response boundaries are. Cal-Fire's area is called a "State Responsibility Area" or "SRA". Again these boundaries exist more for technical reasons. Obviously, fires don't recognize these boundaries and a fire in Cal-Fire's area can threaten North County Fire's area and vice-versa. When an incident occurs, agencies in the north part of San Diego County utilize "dropped boundaries" and send the closest and the most appropriate units to the call despite political boundaries. This is something all citizens can be happy about as it gives them that much better and timely service. In the case of today’s fire, it occurred in Cal-Fire's SRA but also occurred in North County Fire's "Sphere of influence". Both agencies rapidly responded, aggressively attacked the fire and performed mop-up. In regards to CRG's comments, I do not work for Cal-Fire but work along side of them and I can tell you they are some of the most competent, ethical and hard working individuals I have ever met. It is an insult to every public servant out there to insinuate otherwise. Please don't cheapen your comments to make attacks, it serves no purpose at all. Now it's time for a shameless plug! It's getting hotter and drier and the winds will be coming. Please prepare your property and homes in case a fire occurs in your neighborhood. Thanks for reading and be safe!
Erin, I'm just saying lets give credit when credit is due!!! I too am a LONG TIME resident and dont find it arrogant at all to give credit when it needs to be given. Every picture is of Cal Fire working on the fire and think (in my own opinion) that most of the time they dont get the credit they deserve. Erin you sound like you are very much affiliated with NCF!!!! There is nothing wrong with giving a "atta boy" to someone besides NCF in this town!!! NCF does a great job, no doubt about it! But we do have two different departments that work "equally" as hard. Cal Fire absolutely has 911 responsibilities as well as structure fires. NCF just gets the call first and CAL FIRE cannot show up unless they are called by NCF first. In my eyes that is a shame. The safety of a human being with the "first available responder" should come into play before "who's jurisdiction" it is!!!!! Cal Fire is a HARD WORKING Fire Department who deserves just as much credit as NCF does for the hard work they do. Again, nothing wrong with giving credit when due!!
It sounds like great practice for the up coming fire season. With only one acre burned, it wasn't too bad, no houses burned, no body killed etc. As for the cause, the workers had a fire plan and acted on it to the best of their abilities. Accidents happen all the time that's just a fact of life. At least they didn't do the work in crazy Santa Ana winds. |
