While the Fallbrook Union Elementary School District (FUESD) has been focusing on growth at the San Onofre Elementary, the district as a whole is preparing for a 50 to 60 student attendance decline at the return of winter break. According to FUESD Superintendent Janice Schultz, there was an increase in student population overall in the district, but they are noticing a decline. Schultz believes the district may lose in-town enrollment as families go home to visit and do not return because of the lack of work. "If 50 or 60 kids don’t come back after Winter Break, it is possible that we will be overstaffed at some in-town schools," said Schultz. "We will need to look at that." However, the district recently gave its teaching, classified and management employees a one time pay increase based on an early student attendance increase in the 2008-2009 academic year. Schultz said there will be no impact on the current district budget because it is funded based on the California Basic Educational Data System (CBEDS) student enrollment count from either October 2007 or October 2008, depending on which was higher. The CBEDS is Advertisement Schultz said she attended a county workshop on the layoff process for both certificated and classified employees, but at the same time, stated the district is preparing for growth at the San Onofre Elementary School on Camp Pendleton. New housing has opening up near San Onofre Elementary, and the district is estimating that it will pick up 200 students between January and June 2009, requiring more teachers. However, Schultz stated if the district’s in-town schools are overstaffed, the district cannot hire new teachers to place at San Onofre. "If we are overstaffed in town and if we have the growth at San Onofre, we may reorganize some in-town classes that are under enrolled and transfer the teacher to San Onofre," said Schultz. "We can’t afford to be overstaffed in town and hire new teachers at San Onofre. It’s, unfortunately, all about money." FUESD is planning to reevaluate in town staffing ratios in January in order to reorganize if necessary.

At one time, before the large influx of illegal population, Fallbrook schools were one of the best in San Diego. Ask any old timer, who is not afraid of being called a racist. The fact that our schools are dummying down the education of the English speakers to fit the Hispanic population is shameful and unforgivable. The schools tax revenues are attached to the “average daily attendance” regardless of legal or non legal residence. So the schools have to offer basic courses at the expense of college prep to keep the illegals in school. Look at how the curriculum has changed. We must stop this and require public education to only legal residents. Mexico does not allow free education to non residedents. They are harder on foreigners than we are. Poor ole Uncle Sap let the liberal have the run of things and is destroying our quality of life. I took my 4 kids out of the Fallbrook schools and drive them to private schools outside of fallbrook. I am now looking at moving out of Fallbrook,when my house sells. I was shocked at how poorly prepared and poorly managed our Fallbrook schools are. Leah says :My neighbor told me that she went to pick up her daughter from kindergarten (one of the local public schools here in Fallbrook) and was upset because the teacher was speaking and giving instructions to the children in Spanish. How obnoxious. And this is supposed to be "school"?! I went to every school in Fallbrook starting with kindergarten at Maie Ellis Elementary and graduated from Fallbrook Union High before leaving to serve my country. I was there when they implemented ESL SSL at Fallbrook Street School in third grade. At some point American policy writers will have to listen to their American citizens. There is nothing racist about wanting the best for your children. My children will never go to Fallbrook Schools for the very reasons listed by others. My children deserve an education based on what will allow them to succeed and be strong in their values in the future, not based off giving into every whim of others that don’t even belong here. I visit Fallbrook for family annually, but I will never move back. The town I grew up in and was once proud to call my home has become something I no longer want to be a part of. But if you look closely, it won’t take you long to see the hypocritical bureaucrats of the town making a name or profiting off their decisions. 11:11 am Tue, Jan 6th, 2009 7. Letters to the school district to stop the downward spiral, lose for everyone. Some will say “letters that doesn’t work”, too you; good do nothing. Who needs your pessimism? Look at these businesses in the area; don’t go them if they openly hire illegal aliens. Example: nurseries, car wash, restaurants just to name few. They have no excuse. Some fool might want to do physical harm to people, stop those who do something like that. Just because we see this problem doesn’t mean you have to act like some dumb thug. Fallbrook HS Graduate says :So, I found this article on the website and to be honest, I feel that many of the "problems" not necessarily come from the "illegals." First of all, I would like to encourage Fallbrook (but most important to those who have commented on the article), to refer to immigrants as something else than "the illegals". Sure they might be illegal, but by using this term, it seems like we live in a town where racism exists. I'm pretty sure that by calling them just "the illegals" we are considering them something that might sound racist, something like a repugnant group. Second, Some of you argue that the problem with school's failure is due in part to the number of "illegal" students who attend our public schools. It is very important to consider that although the high number of illegal students might be a problem at our schools, this doesnt mean that they are the main cause of the failure of our school system. Overall, our entire state is facing difficult situations. I'm a student of a "University of California" school and even our system is currently facing difficult economic problems. What is important to know is that in all the UC system, there are no illegal students, yet, the UC system is facing economic problems like the rest of the schools in CA. As a Fallbrook High School graduate, I agree with all of you who say that the number of illegal students at our school is high. Even I was really annoyed sometimes because of the high number of students at FHS, but I wasn't annoyed because they were illegal immigrants, I was annoyed because most our entire student body (all cultural races), did not seem to care for its education. One of the ideas that I have had since I was in High School is that schools should set a standard GPA or academic requirement for students. Our schools should implement those standards vigorously in order to make the money spent in schools worth it. Parents should be more involved with school activities and monitor the teaching excellence of teachers. The fact that we have illegal students at FHS doesnt mean that all of them are bad students. I had many brilliant classmates who, because of their legal status, were denied the opportunity to attend the most prestigious universities after graduation. I encourage all the student body at our schools to pursuit academic excellence. The opportunity for an excellent education is out there, go for it! its yours! As of today, the only thing that I can tell you, you who are reading this, is that we need to come together as the society we are, illegals and legal residents and American Citizens. Our country, and Fallbrook are a mosaic of cultures that provides opportunities to everyone regardless of legal status. The point that I'm trying to make is that we don't have to run away from our problems. We dont have to move our children to other school. We must face the problem with our society as humans, thinking about the welfare of everyone because we need each other. Our society needs the interaction of individuals. You, American citizen, needs to keep the ideal of what America is. Not taking a perspective of viewing other races as different, but by stretching your hand and help others. You, legal or illegal immigrant, you have to adapt and respect the land that you are living in. I can't tell you that you have to forget your cultural roots, but you have to show respect for the new country and society in which you are living now. Everything has to be done with respect and care for the others because we are facing difficult problems and Fallbrook, as well as the rest of the towns, cities, and states of the USA, need to cooperate and come together with solutions. We should come together and embrace our problems together, not by stepping on each other. We should become a society in which we find harmony and peace. Some of you say, that we should stop going to businesses where they hire illegal aliens, but if we do that, our economy will suffer too. We have to look for other solutions and not just always blame those who look like Illegal immigrants. Not every Mexican-American you see on the street is illegal, but only because of the color of his/her skin, we are seen like that. My personal story is that one day, I was at the laundry store about to get inside my car. I was by mission road when a truck with some American young adults passed by, blasting their music, and yelled at me "illegal beaner." I felt bad because I am an American Citizen and they only called me that becasue of my physical features. I just heard that we may receive "IOU's" from the state for our next tax returns. So the state is going to continue to fund non U.S. citizens, but not give U.S. citizens their money back? Ray says :Today I took my recycling behind Albertson's. When I went into the the store to get my payment, I noticed a MAAC Head Start" bus was parked outside the store (in a red zone). Seems that the children were taking a tour of the store. I immediately noticed that not one caucasian, asian or black face was visible amongst all these children which brings me to my point. Nobody should profit from a crime and if your a product of a crime, you should not benefit from it. Yes Fallbrook schools are full of children of illegal aliens. Yes the schools academic quality is suffering because of illegal immigration and the "anchor babies" produced. Yes our tax dollars are increasing because of illegal immigration. Yes people are moving out of Fallbrook or enrolling their kids in private schools because of illegal immigration. These are FACTS and can not be disputed. People of Fallbrook are now starting to see the trend and now are voicing their disgust over the situation. I admire Falllbrook HS Graduate for his/her opinions, but she is now leaving the mess, I feel sorry for all the young children who have years to go in the Fallbrook school district who will not be ready for college life as Fallbrook HS Graduate. I used to have the same ambitious outlook as Fallbrook HS Graduate, I thought I could change the world but I grew up and became a tax paying, hard working adult. Things are not as they seem through young eyes, the world is hard and you tend to look out for number one, your family, your kids and your situation, home and community and Fallbrook is no longer the community it once was. When people feel that their community is not what it once was, they move, others move in who are "of less means" this cycle continues and what you have left is a tax base that can't sustain itself. This is called "white flight" and once this happens, schools decline further to a point where it's hopeless for anyone to get a quality education. Fallbrook HS Graduate sees it from a school yard prospective, but I see it from an adult and the way it is prospective. you can't ask people to pay their hard earned money to support and educate people who have no lawful right to be here in the first place. Americans by nature are the most generous people, but you can't expect them to deny their family of a quality education over people who can't or refuse to play by the rules, it's not racist but fair play. now things could get better of a church in fallbrook would offer FREE education, hospitalization, logging, welfare services to it's parishioners instead of collecting their money on Sunday than turning their problems over to the struggling residents of Fallbrook. ![]() 2:15 pm Thu, Jan 8th, 2009 14. Leah says :To comment #32- one of my children in the past has attended one of our local public schools so I am able to speak with experience. Yes, I am homeschooling my children. Our system is supposed to be a republic, not a democracy...another truth that is dilluted in our public schools. The Founding Fathers couldn't stand the word "democracy". I want to put all my energy into my children where my energy WILL make a difference. Attending meetings and all is nice (done that), but if you have more of an understanding of how public education was started in the first place and the point of it, then you will understand why it makes little difference the energy you put into the monster system to try and change it. Please read the book "Dumbing Us Down" by John Taylor Gatto, an award winning public school teacher. My complaints are not meaningless because I open my pocketbook up wide annually, so I have every right to complain. I do not want my money that goes to the public schools system to make a difference, because it won't- it just continues to run the monster machine. I just want my money back. To parent of 3, thank you for your comment. Unfortunately, prop 187 which was passed by California voters was overturned by the Supreme Court. This prop would have enabled only American citizens access to public education and other "free" services. Both are honor students. They do not even feel safe at their own schools. There is a hispanic population which is constantly harrassing them (to the point that several of their friends have been jumped, or pushed into lockers). The boys have both told me there's no point in telling the administration, because they just turn their heads and pretend it's ok, or not really a problem. I witnessed it first hand right before school let out for Winter break. The administration is not providing a safe environment for our kids to learn in, and the problem is becoming increasingly WORSE! The powers in charge at both schools bend over backwards not to do anything which might be deemed "politically incorrect" or offensive to the hispanic population! So when these young Hispanics go to school, they act as they are taught by their parents, just another opportunity. One reason is they just refuse to assimilate into the country they broke into which is a term I call "Cavemen meet the crew of the Enterprise". Everyone knows that schools survive on property taxes and when the tax base declines, schools either have to pass bond measures forcing the people who remain to pay higher taxes or move forcing these districts to cut back which means our children will receive a substandard education, this is now happening in Fallbrook. For every one productive tax paying resident who leaves this village, fifteen non productive residents move in. Most have multiple children and no means to contribute to the tax base in regards to home ownership. This causes our schools to increase in population without the resources to maintain smaller classes and quality education. Now in this story, it shows massive corruption in giving home loans to people classified as "nina" No income, no assets thus the massive forclosure rates by Hispanics in these cities and the path leads right to Washington and the Democratic Hispanic Caucus. When homes go into forclosure, the neighborhood is harmed by lower values, all tax payer provided services must cut back, and your neighborhood and the home you worked so hard for is ripe for "barrioization" causing a term not used in California but common in the midwest, this term is called "white flight", which does not have anything to do with race but means "people of means leaving for better pastures". As for Fallbrook, I don't see anything that indicates changes in the near future, all I see is long waiting list at the local U-Haul rental which means our schools will continue on thier doward spirial never to recover. But for many California families last year, tomorrow started somewhere else. The number of people leaving California for another state outstripped the number moving in from another state during the year ending on July 1, 2008. California lost a net total of 144,000 people during that period — more than any other state, according to census estimates. That is about equal to the population of Syracuse, N.Y. The state with the next-highest net loss through migration between states was New York, which lost just over 126,000 residents. California's loss is extremely small in a state of 38 million. And, in fact, the state's population continues to increase overall because of births and immigration, legal and illegal. But it is the fourth consecutive year that more residents decamped from California for other states than arrived here from within the U.S. A losing streak that long hasn't happened in California since the recession of the early 1990s, when departures outstripped arrivals from other states by 362,000 in 1994 alone. In part because of the boom in population in other Western states, California could lose a congressional seat for the first time in its history. Why are so many looking for an exit? Among other things: California's unemployment rate hit 8.4 percent in November, the third-highest in the nation, and it is expected to get worse. A record 236,000 foreclosures are projected for 2008, more than the prior nine years combined, according to research firm MDA DataQuick. Personal income was about flat last year. With state government facing a $41.6 billion budget hole over 18 months, residents are bracing for higher taxes, cuts in education and postponed tax rebates. A multibillion-dollar plan to remake downtown Los Angeles has stalled, and office vacancy rates there and in San Diego and San Jose surpass the 10.2 percent national average. Median housing prices have nose-dived one-third from a 2006 peak, but many homes are still out of reach for middle-class families. Some small towns are on the brink of bankruptcy. Normally recession-proof Hollywood has been hit by layoffs. "You see wages go down and the cost of living go up," Reilly says. His property taxes will be $1,300 in Colorado, down from $4,300 on his three-bedroom house in Nipomo, about 80 miles up the coast from Santa Barbara. The Golden State and its huge economy — by itself, the eighth-largest in the world — have shown resilience, weathering the aerospace bust, the dot-com crash and an energy crunch in recent years. But this time, the news just keeps getting worse. A state board halted lending for about 2,000 public works projects in California worth more than $16 billion because the state could not afford them. A report by Sen. Barbara Boxer, D-Calif., last month said the state lost 100,000 jobs in the last year and the erosion of home prices eliminated over $1 trillion in wealth. "I don't think the California dream, per se, is over. It has become and will continue to become grittier," says New America Foundation senior fellow Gregory Rodriguez. "Now, perhaps, we have to reassess the California of our imagination." Gov. Arnold Schwarzenegger is among those who say the state needs to create itself anew, rebuilding roads, schools and transit. If a teacher is compelled to speak in Spanish, I'm sure the directions have already been given in English. One time that we missed to pay lunches for my 5 yr old son intead of that he was told he has no money so there was no lunch for him and even that parents in New Mexico complain about the action well me as mother I think is very unfair becuase we parents that pay taxes every year our kids can;t have free lunch but many others who just by saying they are low income families can get just about anything they need free of chart and this included white and ilegal people.
